IT Tech Pulse Exclusive Interview with Humberto Bento, Administrator and Operations Director, Visualforma
🕧 11 min

Humberto Bento, Administrator and Operations Director at Visualforma, discusses how trusted digital identity and resilient infrastructure are shaping the future of public-sector cybersecurity and digital transformation.

How does a systems integrator earn the trust needed to protect a national security agency’s identity infrastructure?

Humberto Bento: Trust is not built through technology alone. It is earned through consistency, proven delivery, and a deep understanding of the customer’s operational and security requirements. For more than three decades, Visualforma has worked with public sector organizations across Portugal, helping them modernize critical infrastructure while maintaining the highest standards of reliability and compliance.

When dealing with identity infrastructure, trust comes from demonstrating technical competence, following rigorous governance processes, and ensuring long-term operational support. Customers need confidence that their partner can not only implement a solution, but also maintain and evolve it throughout its lifecycle.

What made this agency ready to trust the same technology stack?

Humberto Bento: The decision was driven by proven results. Our previous implementations within municipalities and public administration demonstrated that the technology could integrate with existing identity frameworks, support large user populations, and operate reliably in demanding environments.

As organizations become more focused on cybersecurity and digital trust, they increasingly recognize the value of biometric identity solutions that provide stronger assurance than traditional authentication mechanisms. The maturity of the technology, combined with successful references, helped create the confidence required for a project of this nature.

What does operational continuity require when an identity system genuinely cannot afford to go down?

Humberto Bento: Operational continuity means designing every layer of the solution with resilience in mind. Identity systems often sit at the center of access to applications, facilities, information, and services. Any disruption may impact multiple operational processes simultaneously.

This requires high availability architectures, secure redundancy, proactive monitoring, disaster recovery planning, rigorous testing, and well-defined support procedures. Equally importantly, continuity means ensuring that security enhancements do not come at the expense of accessibility or usability for authorized users.

How does a project like this differ in process and oversight from municipal and healthcare projects?

Humberto Bento: While every public sector project requires careful planning and governance, projects within high-security environments typically involve additional controls related to security, compliance, risk management, and change management.

Project teams operate under stricter oversight, documentation requirements are often more detailed, and validation processes are generally more rigorous. The objective is not only to deliver the technical solution, but also to ensure that every stage of implementation aligns with the organization’s security and operational requirements.

Why does binding a credential to one verified individual matter more here than in a typical municipal rollout?

Humberto Bento: In highly sensitive environments, identity assurance becomes fundamental. Passwords, cards, and tokens can be shared, misplaced, or compromised. Biometrics provides a stronger connection between the credential and the individual who is authorized to use it.

The goal is not simply authentication but accountability. When an organization must know with a high degree of confidence who is accessing systems, facilities, or sensitive information, tying identity to a verified individual significantly strengthens both security and auditability.

Does building on national identity standards make it easier to qualify for security-agency-grade work?

Humberto Bento: Absolutely. Compliance with recognized identity standards from the beginning creates a strong foundation for future projects. By integrating with frameworks such as Portugal’s Cartão de Cidadão ecosystem and European regulatory standards such as eIDAS, organizations benefit from a well-established trust framework.

It also promotes interoperability, simplifies governance, and helps accelerate adoption across different public sector entities. Standards-based approaches reduce complexity and increase confidence among stakeholders.

Where does the target of 250 government organizations stand today, and which sector is moving fastest?

Humberto Bento: Our long-term objective remains to expand the adoption of secure digital identity solutions throughout Portugal’s public sector. We continue to see growing interest across municipalities, public administration bodies, healthcare organizations, and other government institutions.

At present, municipalities remain among the most active adopters, driven by ongoing digital transformation initiatives and the need to provide citizens with secure and efficient digital services. However, interest is expanding rapidly across multiple sectors as cyber resilience becomes a strategic priority.

Does this project change how you position this partnership to other European governments?

Humberto Bento: Every successful deployment strengthens confidence in the partnership and validates the technology’s ability to meet demanding requirements. However, our approach remains the same: focus on solving real customer challenges through trusted digital identity solutions, not on individual project references.

For organizations across Europe, the key message is that secure digital identity can be implemented at scale while maintaining operational efficiency, compliance, and user experience. As governments continue their digital transformation journeys, trusted identity will remain one of the most important foundations of cybersecurity and public service modernization.
